Former municipal attorney draws on experience representing South Florida cities to defend homeowners, businesses, commercial property owners and landlords.

CORAL SPRINGS, FL, UNITED STATES, October 30, 2026 /EINPresswire.com/ -- Rader Law Group has expanded the role of Senior Litigation Counsel Heather Needelman, naming her to lead the firm's municipal code enforcement division. Originally brought on to support commercial litigation, Needelman will continue that work while directing the firm's representation of homeowners and businesses facing municipal code enforcement disputes.

Needelman brings a distinct perspective to the role: she previously represented the municipalities bringing these enforcement actions. In her work for South Florida cities, she advised city commissioners, administrators, police departments and code enforcement agencies, prosecuted code violations and handled municipal lien foreclosure proceedings.

"Code enforcement can sound like a minor problem until the fines start adding up or a lien threatens a property transaction," said Andrew Rader, founder of Rader Law Group. "Heather has worked on the municipal side of these disputes. She understands how enforcement actions develop, how cities approach resolution and where property owners may have grounds to challenge them. That experience is precisely why she's leading this division."

Municipal code enforcement matters can involve everything from unpermitted improvements and property maintenance violations to business licensing disputes. Unresolved violations can result in daily fines, property liens and legal proceedings. Under Needelman's leadership, the division will handle contested violations, compliance disputes, lien negotiations, enforcement hearings and related litigation.

A former Miami-Dade County prosecutor, Needelman also served as a policy and legislative adviser to a Miami-Dade County commissioner. Her experience includes civil and commercial litigation, construction disputes and appellate matters. She earned her law degree from the University of Florida Levin College of Law.
